Organized by the Northern Provincial Department of Local Government with the support of the Asia Foundation, the residential training workshop is being conducted under the theme “Leading Local Futures: Strengthening the Leadership of Council Members for Resilient and Accountable Local Governments.” The workshop is being held at the Sathyothaya Training Centre in Kandy for Mayors, Chairpersons, Deputy Mayors, Deputy Chairpersons, Municipal Commissioners, and Assistant Commissioners of Local Government.
The training workshop, which commenced yesterday – on Wednesday, 01 July 2026, is continuing today (02 July 2026), its final day.
The primary objective of this programme is to strengthen accountable and effective leadership in the face of economic challenges, limited public resources, and the growing expectations of the public.
During yesterday’s sessions, participants discussed the current national and Northern Province contexts, the challenges they face, and the opportunities available. They also explored in depth key topics including the meaning of leadership in local government, legal and institutional responsibilities, ethical obligations, the distinction between political leadership and administrative functions, and the delivery of citizen-centred public services.
On the final day of the programme (02 July 2026), participants are receiving comprehensive training on oversight of financial management, including the responsible management of public resources, budgeting, revenue generation and procurement.
In addition, today’s programme includes a forward-looking strategic exercise titled “Our Local Authority in 2035,” together with discussions on priority actions required to achieve that vision.
