Northern Province Hon. Governor, N. Vethanayahan emphasized that Development Plans for our people can be further extended through increasing the earning of Northern Provincial Council, Therefore all the departments that are capabale of earning income should be act by determining their own goals.
A special discussion was held today, Thursday (2026.06.04), at the governor’s secretariat regarding improvement in the earnings of the Northern Province council. The governor remarked the above while presiding and delivering the speech.
When the governor is addressing his initial speech, he mentioned that even though there are opportunities that can be seen to earn through the Northern Provincial Departments, there are some challenges prevailing in arranging and implementing those opportunities. It can be observed that earnings that should be entitled to the provinces are being lost in certain places.
If an incorrect practice has been followed continuously in the past, one should not attempt to continue it merely on the basis that it is considered right. Revenue of the Province can be increased through correcting those mistakes, following correct measures. Specially, He also said that we must also ensure that Corporate Social Responsibility (CSR) funds are secured for the development of the province.
Following this, Deputy Chief Secretary (Finance) explained the earnings expected to be received from the Provincial and Central Governor. With that, he also emphasized the importance of provision to properly monitor the revenue of local government.
Attention was paid in the Provincial for the sources of income incurred under the Provincial Council Agends during the explanation given by the Provincial Department of Revenue (Taxation). Specially, A detailed examination was conducted of the revenues generated through local liquor shop leases, stamp duties for court documents, taxes on mineral resources, fees charged to pawnbrokers, and fees for business name registration.
Long-term lease and annual permit revenues received by the Department of Provincial Land Commission were also examined during this process. A detailed explanation was given by the provincial land commissioner regarding delays on these revenues and revenue losses caused by these delays.
It was pointed out by the Commissioner of Local Government that local bodies have already started property valuation activities in the areas under their jurisdiction. Because of this, the revenue of the council will increase. Further, it is mentioned that revenue will increase as receieving certificate of conformity is compulsory. Meanwhile, attention was also drawn to the loss of revenue resulting from the failure to properly implement regulations in accordance with statutes that had already been passed by the Provincial Council.
In this discussion, many people participated, including the Secretary to the Governor of the Northern Province, Secretaries of the Ministries of Local Government and Women’s Affairs, Deputy Chief Secretaries (Planning and Finance), the Commissioner of the Provincial Revenue Department, and heads of departments.
